Because most of us have toxic unconscious beliefs (mostly inherited) about money and we don't even know it.  Unless we are conscious, we project our value and our worth onto money when really it is just a concept of exchange we created for commerce.    And because of this, it often becomes a mirror for shame. And shame can be passed down and passed on.
